Due to the Covid-19 situation, the 4th annual Philosophy and Theory of Higher Education Conference (see www.humsam.uu.se/phec2020/about) was postponed. It will be arranged June 8th–9th, 2022. In the interim the organizers have offered a series of webinars such as this, touching on main themes of the conference.

The webinar is organized by HERO – Uppsala University’s Center for Higher Education and Research as Objects of Study <https://www.idehist.uu.se/hero/> in collaboration with PaTHES – Philosophy and Theory of Higher Education Society <https://pathes.orgH/>.

Lars Engwall: “THE GOVERNANCE OF UNIVERSITIES”
Abstract: All organizations, universities included, are influenced by signals from regulators, markets actors and scrutinizers. The role and impact of these governors will wary over time and space. This in turn will have implications for the internal governance and structure of organizations. Against this background the presentation will demonstrate how changes in regulation, market orientation and various kinds of evaluations have influenced the organizational structures by increasingly adding administrative units and expertise. In addition, the adoption of managerial ideas has had an effect on the recruitment of university leaders with the expectation that they should be a chief executive officer rather than a primus inter pares. This has led to a widely spread belief that university leaders should act strategically and lead their institutions through a chain of command. At the same time, they are increasingly expected to handle the environment of their institutions and therefore be more of Secretary of State than President.
Lars Engwall is professor emeritus of management at Uppsala University, Sweden. His has published widely on the production and diffusion of management knowledge as well as on organizational aspects of newspapers, banks and universities. His most recent publication on universities is the edited volume Missions of Universities: Past, Present and Future (Springer, 2020).
Mats Hyvönen, “SOCIAL MEDIA AND THE BLURRING BOUNDARIES OF ACADEMIA”
Abstract: The rise of social media just over a decade ago has in many ways, for better or worse, upended how everyone, including students, teachers and researchers, communicates. Any occurrence on campus today can become a subject for heated discussion and debate far beyond the walls of the university. The almost instantaneous dissemination of information together with the universal reach of social media make possible the influence of people outside the academic community on judgments about and interventions in what happens inside the university. In other words, the broad utilization of social media can both directly and indirectly effect what happens in the classroom and the lab, and shape the decisions made by university managers and administrators. This situation reanimates an issue that has accompanied the university since its inception: the relationship between “town and gown”, that is, between the academy and the society of which it is a part. Based on case studies from Sweden, this talk poses the question: How well prepared are today’s marketized and micromanaged universities to handle potential and actual pressures from economic and political actors that come with the increasingly blurred boundaries
Mats Hyvönen is coordinator for the Engaging Vulnerability Research Programme at Uppsala University. Hyvönen’s research interests are, among others, the medialization of higher education. Recent publications include (as co-editor and contributor) World Class Universities: A Contested Concept (Springer, 2020).

FROM BIBLIOMETRICS EVALUATION OF RESEARCH TO "CITATIONAL JUSTICE"

We have recently observed the application of the term “justice” to a plethora of domains including the idea of “epistemic justice”. Even more recent is of the notion of “citational justice” which suggests that researchers should choose their citations taking into account the identity of the persons cited. I propose to show that the very emergence of this notion is a direct consequence of the use of bibliometrics in research evaluation. These seemingly generous talk invoking “justice” are in fact based on the acceptation of the current view of research evaluation methods based on citation metrics. So, not only is the notion of “citational justice” very problematic in itself – for reasons I will analyze – but it is made possible by the very use of citation as a basis of evaluation of researchers.

WHAT MIGHT "CITATIONAL JUSTICE" MEAN: A LOOK FROM FIRST PRINCIPLES
Steve Fuller

I shall argue that default academic citation practices are unjust mainly because they create a culture of indebtedness that undermines the very idea of free inquiry. Moreover, the reliance on citations in academic evaluation encourages an intellectual property mindset that effectively turns researchers into knowledge rentiers who block the clear and safe passage of inquiry. The increasing paranoia over plagiarism is a downstream effect of this mentality, which has fed into educational practice. Generally speaking, we should be citing less and perhaps even claim the work of others as our own, especially if they are not doing much with it themselves, other than accruing citations like rents. Think of this as a version of ‘epistemic anarchism’.

Researchers and PhD-students who are engaged in or plan devote themselves to empirical work with bibliometric or scientometric methods, or on the uses of such methods, are welcome to participate. There will also be room for participants to present former and ongoing work.

Internationalisation of Higher Education Institutions

An Academia Europaea HERCulES Symposium

During the past thirty years or so, the internationalization of higher education institutions has become a very significant issue on the agenda for policy-makers, academic leaders and researchers. Against this backdrop, it is timely to look closer at the conditions for internationalization and its effects. In so doing, the symposium will address questions such as the role of universities in a global world, international rankings, the mobility of ideas and students, costs and returns in internationalization as well as international branch campuses. An expert panel discussion will conclude the symposium, which is an Academia Europaea HERCulES event.

Abstract

Based on my PhD work, this presentation will analyse the students’ educational strategies when applying to an international master’s degree program. As an international institute, the College of Europe is known as one of the best training institutions for working in / for the EU and welcomes 500 international students each year.
Several questions will be discussed: from a methodological point of view, how does one deal with the heterogeneity of European societies when it comes to talking about the social origins of an international group of students? From a sociological perspective, to what extent can we draw an internal social hierarchy and on what criteria would that be based on? In terms of social trajectories in the long term, how much does this heterogeneous dimension impact the first years of professional careers? In this sense, my presentation will aim to take part of a larger debate on the convertibility of international capital.

Commentator: Ana Portilla, post-doctoral fellow at the INRAE (National Institute for Agriculture and Environment) in France , where she is conducting research on access to health care for immigrants in rural areas. Her PhD work, conducted at the EHESS in Paris, analyzed how social ties contribute to the formation of social inequalities among urban working-class undocumented immigrants in the United States.

Universities under siege?

"The crisis of the university” is a familiar topos in contemporary discussions about higher education. It is said that the University is facing untold threats from, inter alia, the anti-intellectualism of populist politicians and authoritarian regimes, the commodification of knowledge resulting from neo-liberal ideas about utility and international competition, the politicization of teaching and learning arising out of identity movements, the fragmenting of the university in response to stakeholder demands, and so forth.

This conference poses the question: Is this really the case? And, if so, what exactly is being threatened?

The aim of the meeting is to take a serious look at what is ultimately at stake, among other things, by examining the roots of these developments in terms of our conceptions of what is useful knowledge, why it is desirable and what is required to establish, maintain and develop it through our institutions of higher education.

You are invited to submit an abstract outlining in brief your analysis of the central problems confronting the university today. Examples of topics that may be relevant include the casualization of faculty, the rising costs of higher education, limitations on academic freedom, internationalization, digitalization, and student employability. We welcome contributions from all disciplines.

Becoming "International": Transgressing National Identity and Everyday Nationalism as a Ritual for Class Identification

Abstract

Asking how being “international” relates to privilege, I analyze a role-play game, the Students’ League of Nations, where pupils and teachers from select “international” schools simulate the UN General Assembly in Geneva. I document distinctive practices of selection and visions of excellence as talent, thereby operationalizing Bourdieu’s notion of “institutional rite.” I combine insider ethnography and quantitative analyses of the host school with a historical account of the rite’s elitism to bridge the gap between macro- and micro- analyses of “everyday nationalism.” I show how this ritual draws a symbolic boundary between “international” and local high schools by separating students who are considered worthy of transgressing their national identity from all others.
